BRIEF HISTORICAL BACKGROUND OF THE ORGANIZATION

There are four things that have characterized our organization right from the very first moves of our forerunners, mainly reaching out to the poor and marginalized, community building, education and advocacy.

In the  early 1990s, two Divine Word Missionaries, Fr. Heinz Kulueke and Fr. Maximo Abalos, started to journey with the poor and marginalized sectors of Cebu city. They got involved in the concrete life situations of the fisher folks, urban poor, informal city settlers, prostituted women and children, and the scavengers of the four dumpsites of Metro Cebu.

Being members of the administration team of the University of San Carlos (USC), in Cebu city, they brought the activities of the Community Extension Services (CES) of the university from the occasional charitable activities into programmed, sustainable and liberative approach to development. Thus, students, faculty and staff volunteers of the university began to be involved in organizing the fisher folks and dumpsite dwellers and in teaching the preschool children.

Karl Kuebel Stiftung of Germany opened its consultancy office through the CES of the University of San Carlos in 1997. The activities and the projects that the CES office have conceptualized and implemented have since then been supported partly by KKS. The first project was the relocation of several dumpsite dwellers of Inayawan in 1998. Terre Des Hommes and other funding partners supported the succeeding relocation project of Inayawan dumpsite.

In 1999, Fr. Heinz Kulueke, Fr. Maximo Abalos and Ms. Rhoy Dizon, together with the a group of the like minded people composed of lawyers, university professors, religious sisters and lay partners, organized Justice, Peace and Integrity of Creation (JPIC) as a Non Government Organization (NGO), separate from the CES office of the University of San Carlos. In June 2001, JPIC-IDC was officially registered with Securities and Exchange Commission (SEC) under Philippine laws as an NGO. Fr. Maximo Abalos, svd became the first Executive Director. The organization is governed by 7 board members elected from the 15 incorporators.

In 2006, Fr. Anthony Salas, svd took over the directorship of  the organization. JPIC went into project and program consolidation and re-organization. At present, JPIC is implementing 16 projects with a total volume of Php 215,000,000.

CARDENAS, PALDIYA     A graduate in Bachelor of Science in Accountancy in Zamboanga A. E. College, Zamboanga City. Assigned as project accountant to the KKS Street Children project, German Doctors  Umapad, SVD Bankal, and Scholarship. Within the organization, she is the Capital Assets and Supplies Officer.

MERCADER, MARIA ROSALYN     A Certified Public Accountant graduated from the University of San Carlos. Has earned some units in Masters in Business Administration and is the Finance Officer of JPIC.

MONTECILLO, CONCHITA    A graduate in Bachelor in Science in Accountancy at Cor Jesu College. Currently taking up Bachelor of Laws at the University of San Jose Recoletos. Assigned as Project Accountant to the Expanded Communities, Tingub, Microfinance, Bantayan and Maghaway projects.

NAVARRA, EVELYN     A gradruate in Bachelor of Science in Accountancy from the Southern Mindanao Colleges. She is presently assigned as the finance treasurer.

PAGAPULAAN, ADELINA     A graduate in Bachelor of Science in Accountancy at Saint Theresa College. Assigned as project accountant to the CATCHWISE, After-Care, and Lapu-Lapu Housing projects.
